  1. The documents listed below and many more available on the web, all a matter of public record, refer to inter alia, "Chief Officer Bonus Scheme, Bonus Schemes, Personal performance objectives, assessing performance and awarding bonuses", and many other references covering the general subject of bonuses or rewards over and above normal salary.

    How many police officers in Cheshire, including Chief Police Officers and all lower ranks, (and again I note your point that as far as the ACPO is concerned I should write directly to the Cheshire Police Authority which I will now do), are potentially covered by any such Bonus or any sort of reward scheme, and/or how many have any sort or reasonable expectation of consideration for inclusion in a bonus and / or reward scheme, whether or not subject to conditions, and whether or not any bonus or reward has actually been paid, in each of the three years 2006/7, 2007/8 and 2008/2009, and what were/are the grades of those officers?
  2. Assuming the answer to Question 1 is 1 or more in any year, and bonuses / rewards were actually paid, what are the totals of those bonuses / rewards, split by grade of officer or job title, in each of the years mentioned in question 1?
  3. If the answer to Question 1 is 1 or more, were there any performance targets attached to the bonuses / rewards, and if so what are the details of those targets, and what values, indices, statistics or other measurement data were used for evaluation of those targets, whether or not any bonuses or rewards were paid, in each of the three years?

Question 3

I would refer you to the policy, above. I would add that allowances are an entitlement if criteria for payment is met. Bonuses and rewards are discretionary. No bonus or reward payment is target driven. No member of staff can claim a bonus or reward as an entitlement.
