I write to request information under the Freedom of Information
Act.
I would be grateful if you would provide details of:
1. How many Penalty Notices for Disorder were issued by your police
force in the years 2007 and 2008, with the data broken down into
(i) category of offence, (ii) age group of offenders i.e (a) 16-17
years old (b) 18-24 year olds and (c) over 24 year olds; and (iii)
sex of offenders.
2. How many of the PND notices in those years were paid (i) at all
and (ii) within the statutory timescale.
3. Of all the PNDs issued by your police force since 2004, how many
individuals have been issued with more than one PND, with the data
of these repeat offenders to be broken down into 3 sub categories:
those who have been issued with (i) 2-3 offences, (ii) 4-5
offences; and (iii) more than 5 offences.

In accordance with section 1 (1) (b) of the Act our response is
provided below;

2. The number paid within fixed penalty time scales were:
2007 - 1280 (58%)
2008 - 1215 (60%)
There is no information held for how many ultimately paid.
3. 2-3 offences - 572
4-5 offences - 9
5+ offences - 0
This question will not provide accurate results and this needs to
be communicated to the applicant. The results will be
'undercounted' due to errors in data entry or inputting, for
example, misspelling of duplicate names (eg Elliott can be spelt in
different ways) or wrong DOB's or postcodes. The system is not
designed for repeat offenders as when someone keeps re-offending
they should be dealt with in a different way rather than being
given another PND.
