Dealing with Anti Social Behaviour

Request

1...Has the force drawn up and or issued any guidance to officers which deals with the issue of anti-social behaviour in the Force's area.  If so could it please provide a copy.  This advice will include but not be limited to what constitutes anti-social behaviour and or how officers should deal with it.  I am happy to accept the force's own behaviour of anti-social behaviour.
 
2...Can the police provide correspondence with any and or all of the local authorities in its area which specifically deals with the issue of which organisation should be responsible for tackling anti-social behaviour.
 
3...Can the force please list particular types of anti-social behaviour which it would expect not to have to deal with and which it believes should be the responsibility of other agencies.

Response

In accordance with section 1 (1) (b) of the Act our response is provided below;

1. There is no information held

The Constabulary considers the term Anti-Social Behaviour to be a broad one that encompasses a range of different behaviours. However put into the context of citizen focused policing it recognises that Anti-Social Behaviour is most likely to mean "the issue or issues that matter most to local people". As such we do not have a separate and specific policy around dealing with Ani-Social Behaviour.

2. There is no information held.

These issues may not always fall within the policing domain and the force recognises that their resolution may involve working with partner agencies. Our approach is not to delineate which agency does what but instead to work collectively to address issues. As such we have no correspondence that specifically deals with which organisation is responsible.

3. The force would generally not expect to deal with issues that may be categorised as Anti-Social Behaviour but that may involve offences of littering or dog fouling for example. Nevertheless if these offences were committed as part of wider acts or anti-social or fringe criminal behaviour we would expect to address them with our partners.
