I am doing a research project about the NDNAD and the companies
that compile the DNA profiles. I specifically want to know:
- Whom are the major companies and laboratories that you send the
DNA Pace and DNA Crime scene stain samples to?
- What percentage are sent to the FSS, LGC, Cellmark, Key
Forensics, or any other laboratory or company?
- How much does an average DNA profile test cost?
- How many DNA tests are expedited or “fast tracked” (information
needed in less than 24 hours) and what would be the cost of these
tests?
Response
In accordance with section 1(1) (a) of the Act our response is
provided below;
Our assessment of you request indicates that to prepare a
response would exceed the cost limits as currently set out, this is
currently £450. The reason for this is primarily your question 3.
It would require a manual search of over a thousand records to
extract the data requested, this would take approximately 30 hour
work for one member of staff.
In addition we do not hold percentage information or average
information. Although we do hold the cost data, to calculate
percentages or averages means creating new information which is
something we are not required to do in order to respond to an FOI
request.
I would also point out should you wish to refine your request
that information relating to costs is likely to attract an
exemption relating to commercial interests.
We can disclose that currently the major companies we deal with
are FSS & LGC.
You will be aware no doubt that as a result of the closure of
the Forensics Science Service there are currently ongoing
negotiations by the NPIA in relation to a National Forensic
Framework Agreement which includes a pricing structure. We will not
make disclosures under FOI that will jeopardise those negotiations
which clearly would not be in the public interest to do so.
