Request
I am writing to obtain information about any magazines or
newsletters published by the Police Force.
To outline my query as clearly as possible, I am requesting:
1. The names of any magazines or newsletters published by the
Police Force in the 2009-10 financial year and the 2010-11
financial year to date. This includes anything published in
conjunction with the local authority, or the Police Authority.
2. The frequency with which each publication was/is
produced.
3. The total cost of producing and circulating each individual
publication in each of the financial years mentioned above.
4. The number of copies of each publication that were/are
produced, and the number of undistributed copies that are returned
and/or disposed of for each issue.
5. The amount recouped for individual publications through
advertising in each of the financial years mentioned above. Please
break this down by organisation, but if this not possible please
continue to provide a simple list of the organisations.
Response
In accordance with section 1(1) (b) of the Act our response is
provided below;
Question 1:
Cheshire Police currently produce the following
publications:
- Your Policing
- Neighbourhood Policing Team Newsletters
Question 2:
'Your Policing' is produced on an annual basis in conjunction
with Cheshire Police Authority. This is a statutory publication
from the Serious and Organised Crime and Police Act 2005 Section
157. This legislation states that the publication must be sent to
every household within the county.
The Neighbourhood Policing Team Newsletters are produced on a
quarterly basis, in a limited print run per team. We have 52
Neighbourhood teams.
Question 3:
Here is a breakdown of the printing and distribution costs for
‘Your Policing’:
2009/10
Printing Costs - £18,257.00
Postage Costs - £30,768.00
Total – £49,025.00 – 11.4 pence per copy
2010/11
Printing Costs - £17,125.00
Postage Costs - £31,016.12
Total – £48,141.12 – 11 pence per copy
Distribution is via Royal Mail. The costs are split 50-50
between the Constabulary and the Cheshire Police Authority.
Here is a breakdown of the printing costs for the neighbourhood
newsletters:

Question 4:
Your Policing
2009/10
In 2009/10 431,001 copies of ‘Your Policing’ were produced, of
these 430,993 were posted direct to households across the county.
The remaining 8 were distributed at police stations throughout the
county - to our knowledge none were returned.
2010/11
In 2010/11 436,916 copies of ‘Your Policing’ were produced, of
these 434,516 were posted direct to households across the county.
The remaining 2400 were used in display bins at Police HQ for
visitors to the Force Open Day. None were returned from the direct
distribution
Neighbourhood Policing Team Newsletters
2009/10 & 2010/11
In total we produce 30,000 ‘Community’ newsletters per annum.
Broken down this equates to an average of 150 copies of 50
newsletters printed 4 times per year (some print runs are slightly
larger than 150 for the bigger neighbourhoods, some are smaller).
There are no circulation costs as the newsletters are distributed
by local officers and PCSOs at beat meetings and community
engagement events. These newsletters are A5, 4-sided flyers giving
details of local policing priorities and photos/contacts for local
officers. They are produced to follow Home Office and National
Police Improvement Agency best practise guidance on community
engagement.
We do not have a record of whether any copies remain
undistributed.
Question 5:
There is no information held. We do not have any advertising
within our publications.
