Community Safety Partnerships

Request

Under Section 5 (3) of the Crime and Disorder Act 1998, the Secretary of State invites to participate at least one representative from the groups outlined below to participate on Community Safety Partnerships . I would like to know who the attendees are for the groups, within your area, as indicated below:

  • Voluntary Organisations – whose objects are to provide assistance to young persons via youth work/ informal education.
  • Bodies providing services to women, young, elderly, physically and mentally disabled, those of different racial groups, homosexuals and residents

In accordance with section 1(1) (a) of the Act our response is provided below;

The Constabulary does not hold the information you are requesting. The head of our Communities Department has provided the following information in order to assist you:

The Constabulary is a participant in four Community Safety Partnerships across its policing area, each of which has its own basis in statute and for which the Local Authority of the area that it covers acts as its accountable body. It is therefore only the Local Authority that has the power to authorise disclosure of personal data such as "who the attendees are from the groups" [specified in the request]. As participants within the four Community Safety Partnerships, we may be able to identify some of the organisations specified in the request that participate , but this information would only be based on open source minutes of meetings published by local authorities, which is already publically available. Certainly, in terms of the representative function under Section 5 (3) of the Crime & Disorder Act it is only the local authorities that can identify which group or groups participating with their Community Safety partnership that fulfils this representative function.

The four Local authorities are:

Halton Borough Council

Warrington Borough Council

Cheshire West and Chester Council

Cheshire East Council

All of which have open source details of how to make enquiries to them.
