1. Can you please inform me whether - and if so from what date,
the Northwich Neighbourhood Policing Unit of Cheshire Constabulary
has been operating and operates a policy and practice of
"PRO-ACTIVE POLICING" incorporating an emphasis on crime prevention
- for example, by responding to an emerging issue of concern and
offering "guidance" and "support" to prevent crime occuring as
opposed to waiting until after an alleged crime or a series of
repeat offences has been committed?
2. Can you please also provide a comprehensive definition of
"PRO-ACTIVE POLICING" as currently implemented a) by Cheshire
Constabulary, and b) by the Northwich Neighbourhood Policing Unit,
if at all?
3. And can you please confirm whether the triumphalist but
seemingly self-annihilating comments attributed to Chief
Superintendent CRAIG GUILDFORD, Western Area Commander, Cheshire
Constabulary, published on the Northwich Guardian news-website and
paper-product dated 14th September 2011 under the headline:
"Hartford woman had flagrant disregard for law" ADMIT IN REALITY to
a failure by our Western Area Commander to implement an adopted
Policy & Practice of "pro-active policing" in mutual assistance
to JAN KRAUSE and her surrounding community?
