Can you please provide me with a STATEMENT OF COSTS to date - to
the nearest £200 if you are able and itemised where possible,
accounting for our Constabulary's seemingly limitless expenditure
of its finite public resource indulged in pursuit of securing a
series of unreliable and low-level criminal convictions - reputedly
in the public interest, against upstanding Hartford resident JAN
KRAUSE (47) in the following URN criminalinvestigation/prosecution
numbers:
1) URN: 07WZ1572909:- Comprising investigation of JAN KRAUSE by
Northwich Neighbourhood Policing Unit (NPU) dating from circa
October 2009; arrest dated 9 December 2009 and associated
detention, interview and transcription costs; lead-up to
Magistrates' Court Trial dated 15-17 June 2010; and Crown Court
Appeal dated 9-11 February 2011 ~ NB. litigation in the High Court
remains extant.
2) URN: 07WZ0076010:- Comprising investigation of JAN KRAUSE by
Northwich NPU dating from 9 December 2009; arrest dated 20 January
2010 and associated detention, interview and transcription costs;
and lead-up to dismissal by the Chester Magistrates dated 25
November 2010 on a "no evidence basis" entered into Court by the
Chief Crown Prosecutor for Mersey & Cheshire against the Chief
Constable of Cheshire DAVID WHATTON Esq. ~ NB. litigation in the
High Court remains pending wrt. an alleged criminal conspiracy by 5
named officers of Northwich NPU to attempt to pervert the course of
justice in the same.
3) URN: 07WZ1337410:- Comprising investigation of JAN KRAUSE by
Northwich NPU dating from late July 2010; incorporating 24 days of
intrusive/directed police video surveillance dating from 28/9/10 to
22/10/10; inter-agency investigation; arrests dated 19/10/10 and
22/12/10 and associated detention, interview and transcription
costs; and lead-up to Crown Court Trial dated 6-9 September 2011.
NB. appeal to the Court of Appeal from 9/9/10 conviction and
sentence in process.
4) HQ/CO/55/11:- Being a formal complaint addressed to the
Professional Standards Department of Cheshire Constabulary by JAN
KRAUSE in the public interest against 5 named officers of Northwich
NPU alleging conspiracy to attempt to pervert the course of justice
wrt. the thwarted prosecution in URN: 07WZ0076010.
5) Any other costs - for example corollary or extraneous costs,
incurred by the Cheshire Constabulary and Northwich NPU in relation
to the above-referred inter-linked 'criminal' investigations of JAN
KRAUSE (47) of Hartford.
6) And all costs including correspondence costs inculcated at
presumed enhanced remuneration rate by the office of our Western
Area Commander Chief Superintendent CRAIG GUILDFORD, Cheshire
Constabulary, in his protracted and alleged self-serving defence
of the fully evidenced serious criminal misdemeanours - as alleged
in complaint ref HQ/CO/55/11, of five named of his junior officers
falling under the immediate direction and control of Inspector PAUL
LOUGHLIN, Northwich NPU.
