ACPO Ranks waiting to give Evidence

I am sending this request under the Freedom of Information Act to ask you to send me the following information:

Any analysis or reports submitted within ACPO ranks or to the Police Authority about undue time spent at court waiting to give evidence.

Recorded information in respect of time spent by chief officers on ACPO work? (this should exclude officers who are seconded to ACPO but whose salary/costs are met by ACPO).

How many posts within the Force are approved for full-time or part-time work for the Police Federation.

How many hours are federated officers within the Force permitted to spend on federated issues.

How many posts within the Force are approved for full-time or part-time work for the Superintendents Association.

How many hours are officers within the Force permitted to spend on work for the Superintendents Association.

How many police staff posts are approved for full-time or part-time work with a trade union.

How many hours are police staff permitted to spend on work for a trade union.

Response

In accordance with section 1(1) (b) of the Act our response is provided below;

Question 1: There is no information held.

Question 2: There is no information held. The times spent on various aspects of the Chief Officers work is not separately recorded.

Question 3: There are three officers engaged on full time duties with the Police Federation. Other officers are engaged on federation duties as and when required and in addition to their normal duties. Please see the following web pages;

Two Temporary Superintendents covering for Substantive superintendents seconded to Cheshire Projects

In addition to this the following are seconded in roles outside Cheshire and funded externally

One Temporary Superintendent

One Temporary Chief Superintendent

Question 6: There is no information held. None of these positions are full or part time, officials perform substantive Superintendent or Chief Superintendent roles and Association work is carried out within or most often extra duty time.

There is no pay or remuneration of any kind for being a Superintendents' Association Branch Official. There is no set number of hours allowed for Superintendents Association work, the reality is that all such work is done in addition to the official's substantive role. The force does allow branch officials to attend District meetings and National Conference in duty time. Of course the branch officials are often invited to various internal meetings to represent views of Superintendents' not only in staff association type meetings but also in respect of change management programmes and planning as well.
