Local Policing Summary

Section 8A of the Police Act 1996 (as inserted by the Serious Organised Crime and Police Act 2005) requires police authorities to produce local policing summaries and distribute them to every household on at least an annual basis. The Authority publishes 'Your Policing' and delivers to over 450,000 households each year.

In addition to the statutory Local Policing summary, the Police Authority distributed a supplementary 'Your Policing' to keep people updated in Spring 2009 this report is a combined Annual Report as below:

Annual Reports

There are two elements to an Annual Report. Both came from the Police Act 1996. The Chief Constable had a requirement to submit to the Authority a general report on the policing of the force as soon after the end of the financial year as possible and arrange for it to be published. The Police Authority had a requirement to publish an annual report which outlines performance in the previous year and how far the intentions of the 3 year strategy and local policing plan were met. Cheshire, like many other forces and authorities, produced a joint publication to satisfy both these requirements.
The Police and Justice Act 2006 repealed section 9 of the Police Act 1996 Sec 9 to produce an annual report in this way.

The Home Office also produces the British Crime Survey, which provides information about levels of crime and public attitudes to crime as well as other criminal justice issues.

It also publishes a study on Crime in England and Wales. The last edition was for 2007-08.

Neighbourhood Policing Arrangements

Cheshire Constabulary is made up of three areas: Eastern, Northern and Western and within these areas are Neighbourhood Policing Units. Led by an Inspector, this neighbourhood-based style of policing is about putting the local back into local policing.

Her Majesty’s Inspectorate of Constabulary has also published September 2008 Inspection Report on Cheshire Constabulary's neighbourhood policing policy.

HMIC carried out a review of anti-social behaviour (ASB) in England and Wales.  The Inspectors found that Cheshire Constabulary was working effectively with other agencies such as local councils and housing trusts to identify and solve issues.  A copy of the Anti-social Behaviour Inspection Report for Cheshire can be accessed below along with the Ipsos MORI research report on Cheshire’s Police response to anti-social behaviour.

The Cheshire Police Authority is responsible for facilitating an Independent Custody Visitors scheme which involves volunteers from the local community who visit and check on the welfare of detainees across the policing area.

Monitoring “Stop and Account” and “Stop and Search”
