At around 1.40am on Friday 16 February, police were called to reports of a collision on the A34, Rood Hill, Congleton.
Officers attended and found a white Vauxhall Corsa had collided with a wall.
The driver of the car, an 18-year-old man from Winsford, was arrested at the scene on suspicion of causing a serious injury by dangerous driving and driving while unfit through drugs.
He was subsequently taken to Leighton Hospital as a precautionary measure before being taken to police custody.
A 19-year-old man from Winsford, who was a passenger in the car, was taken to the Royal Stoke Hospital with serious injuries; he remains in hospital at this time.
Two other passengers from the Corsa also sustained minor injuries as a result of the collision.
