Serial shoplifter jailed following breach of CBO

A persistent shoplifter from Crewe, who was handed a five-year Criminal Behaviour Order (CBO) in 2022, has been jailed for breaching the order.

On Friday 11 November 2022, Daniel Quinlan was issued with a Criminal Behaviour Order that banned him from entering Crewe town centre and Grand Junction Retail Park for five years.

However, on Thursday 4 July 2024, Quinlan appeared back at Chester Crown Court where he was sentenced to 14 months imprisonment after being found guilty of breaching the CBO. Quinlan was also found guilty of five counts of theft from a shop, one count of attempted theft, and one count of section 39 assault.

The court heard that Quinlan breached his CBO when, on Friday 2 February 2024, he entered an exclusion zone he had previously been banned from under the initial order.

In addition to his sentence, Quinlan will be subject to a three-year Criminal Behaviour Order upon his release. 

Under the order, the 40-year-old of no fixed address but of Crewe, remains banned from entering Crewe town centre and Grand Junction Retail Park for the next three years.

Quinlan is also banned from entering:

  • The Cooperative store on Remer Street, Crewe
  • The Cooperative store at Huntsbank Business Park, Crewe
  • Farmfoods on Oak Street, Crewe
  • Tesco on Vernon Way, Crewe
  • CBO Exclusion Zone Crewe Town Centre

Police Constable Justin Taylor, of Crewe Beat Management, said:

"Criminal Behaviour Orders are preventative orders with strict restrictions that are imposed to stop persistent offenders committing further crimes and the breaching of them comes with considerable repercussions, as Quinlan has found out today.

"Once he has been released from prison, Quinlan will be subjected to a subsequent CBO with further restrictions, preventing him from entering multiple retailers across Crewe as well as the town centre itself.

"I hope this serves as a reminder that we will always take swift and immediate action against offenders who feel they can flout the law and steal from our local retailers without any consequences.

"Anyone who encounters Quinlan breaching the terms of his CBO following his release is asked to contact Cheshire Constabulary on 101 to report it."
