2. Police Accountability Meeting Chair comment and update
Andrew Bailey welcomed everyone to the meeting and to the first meeting in person for a number of years. Discussed opportunities to develop the meeting going forward and to increase membership from the diverse communities of Cheshire - to increase membership of members of the Cheshire public.
3.Hate Crime
The 9% decline in Hate Crime raised. Ch Insp Taylor explained that this had been noted, but was not a concern at present, will be monitored going forward to identify any barriers/blockers to reporting from different communities. Action taken by Insp Dixon to email Chester LPU to arrange local officers to visit Cheshire, Halton and Warrington Race & Equality Centre.

5. Stop Search
Discussion around ethnicity data - panel concerned that officers are failing to record ‘self-defined ethnicity’ in all cases. It is mandatory that officers ask and note the self-defined ethnicity (if provided) of the person being searched. Insp Dixon explained this is an area that we seek to improve to identify any disproportionately in stop and search– training packages have and are being delivered to all officers. An overview on a new Stop Search App provided. This is the platform that officers complete all Stop Searches and seeks to improve how we record Stop Search encounters.
It was raised that the public should be aware that they do not have provide name and address during a stop and search – this is in the public domain and is included on the Know Your Rights card that officers hand to any person searched.

Insp Dixon provided an overview of National Race Action Plan.
Op Sash – immersive CPD training for Police Officers explained and discussed with attendees. Action taken by Jayne Boote to send out dates for this training – PAM attendees welcome to attend.
Increase attendance at PAM from all of Cheshire’s communities – Action for all attendees to consider opportunities, update at next meeting.
For consideration for next meeting: meeting at community venues
For consideration prior to next meeting: members to review ‘topics’ rather than full data packs and present their topic to the meeting.
For example – Shantele Sutherland to review Hate Crime data pack and present trends/patterns/exceptions to wider group.
Please can you let Andrew Bailey know your thoughts on this – trying to ease the pressure of reviewing large amounts of information in a short space of time.
Request from members – Consider a more user-friendly format for data to assist this (maybe akin to Hate Crime layout). Be able to digest a smaller volume will enable attendees to look at the information and therefore see patterns and trends allied to areas for improvement. Action for Jayne Boote to email research and analysis.
