ML gave an overview of input to Cheshire FA. 25 dialled in, very well received. Positive feedback and partnership will continue partnership will continue. Downward trend in reported incidents noted. Panel members – treat with caution. Consideration around barriers to reporting? YC explained from the work they had done – young people are still experiencing Hate Crime in schools and other educational establishments. From their surveys – YP are unsure what constitutes a Hate Crime, are reluctant to report to police due to past experience or fear of being taken seriously. YP are unsure where bullying becomes a criminal offence.
Action taken to consider external comms in this area.
5.Use of Force
MC – this data is inconsistent and appears contradictory. JB explained that officers need to get better at completing UOF forms and there is a drive in force to improve. It was explained why one occurrence may have multiple UOF forms and why each officer had to complete a UOF rather than one form encompassing all force used. Explained new SS App in trial phase and this should provide clearer data and be user friendly for officers.
Action taken to share with panel members what a UOF form looks like and what questions are asked. This may help with reading the data.
6. Stop Search
YC raised 3.7 times more likely to be searched if SDE Black. JB explained this is an area that Cheshire is working on and looking to understand. YC asked about spikes on search on a Saturday – JB explained this would be due to night-time economy, busier shopping centres. Weekends are generally busier. YC commission as about the ride along scheme Action taken to look at re-introducing this. Discussion around S60s and requirement to publicise these powers. Discussion around raising public awareness for rights during a SS – Action taken to look at best way to address Comms in this area.
